Design, Build, and Pilot of an Aftercare, Reintegration, and AI-Based Wellbeing Monitoring System

Teach Peace Build Peace Movement (TPBPM) invites qualified companies, technology firms, software development teams, and individual consultants to submit proposals for the design, development, pilot implementation, and turnover of two integrated digital systems under the PeaceCare Pathways© Program.

PeaceCare Pathways© seeks to strengthen aftercare, reintegration, and wellbeing support by providing stakeholders with secure, ethical, and data-informed tools that enhance coordination, monitoring, and service delivery. The initiative recognizes that sustainable reintegration requires more than individual interventions—it requires connected systems of care, timely support mechanisms, and collaborative engagement among authorized stakeholders.

Through this procurement, TPBPM aims to develop:

System 1: Aftercare, Reintegration, and Risk-Tracking System

A secure web-based platform that supports case management, service coordination, wellbeing monitoring, reporting, and data-driven decision-making among authorized users.

System 2: AI Aftercare Chatbot and Resilience Dashboard

An AI-powered chatbot integrated with Messenger that enables automated wellbeing check-ins, engagement support, resilience monitoring, and referral mechanisms, complemented by a dashboard for monitoring trends and supporting timely interventions.

The selected provider will be responsible for the full project lifecycle, including system design, development, testing, pilot implementation, training, documentation, turnover, and one (1) year of maintenance and technical support.

TPBPM is seeking partners with demonstrated experience in secure digital systems, artificial intelligence, cybersecurity, data privacy, and user-centered design who can deliver scalable and sustainable solutions suitable for sensitive aftercare and reintegration contexts.Eligibility and Submission Requirements

TPBPM welcomes proposals from registered companies, organizations, technology firms, software development teams, and individual consultants with expertise in software development, artificial intelligence, cybersecurity, data management, and digital systems.

For Companies, Firms, and Organizations

Submit the following:

  • Cover Letter
  • Company Profile
  • SEC, DTI, or CDA Registration
  • Valid Mayor’s/Business Permit
  • BIR Certificate of Registration
  • Tax Identification Number (TIN)
  • Technical Proposal
  • Financial Proposal
  • Proposed Team Composition and Key Personnel
  • Portfolio of relevant projects
  • At least three (3) client references or completed projects of similar scope

For Individual Consultants

Submit the following:

  • Cover Letter
  • Curriculum Vitae (CV)
  • Valid Government-Issued ID
  • BIR Certificate of Registration
  • Tax Identification Number (TIN)
  • Technical Proposal
  • Financial Proposal
  • Portfolio of relevant projects
  • Proposed Team Composition and Key Personnel, including roles and qualifications
  • At least two (2) client references or completed projects of similar scope

Team Requirement for Individual Consultants

Due to the scope and complexity of this project, individual consultants must demonstrate access to a qualified technical team capable of delivering all project requirements. The proposal must identify team members, their expertise, and assigned responsibilities.

The team should collectively have competencies in:

  • Project Management
  • Software Development
  • AI and Chatbot Development
  • Database Management
  • UI/UX Design
  • Cybersecurity and Data Privacy
  • Quality Assurance and Testing
  • Documentation and Training

The lead consultant shall remain responsible for project management, coordination, quality assurance, and delivery of all project outputs.

  • System Turnover and Knowledge Transfer
  • One (1) Year Maintenance and Technical Support
  • Hosting, Licensing, or Infrastructure Costs (if applicable)

  • Proposed Payment Milestones
  • Optional Costs (if any)
